I applied for an EB-3 visa a couple of days ago and I also have a daughter who is now 19 years old. I don't fully understand how to calculate CSPA age? Can someone explain it to me? I only know that the child must be under 21, but I'm sure that by the time I get the visa, she will be older. I saw that CSPA age became frozen, but I don't understand at what stage this happens.

This article says that the CSPA age is calculated: real age minus I-140 processing time. So I think your daughter will have time to file the I-140 form before she turns 21, since PERM only takes about a year.
